This quote could have a lot of meanings?

Let's start by categorizing the meaning making categories in two ways (there are others, but these might be enough to start*)

1) literal

2) figurative

in each area, there are different branches of meanings:

1) literal (example only)

small business are cutting workers than hiring

2) figurative (examples only)

small business might be changing their business models and off-peopling

small business are contracting more with non-employees

aggregate demand is shifting

the macro business environment might be changing

business is getting tougher so people are cutting back

--------------

What am I trying to illustrate?

There is a content meaning, and there is a figurative meaning...

The figurative meaning is supported by a "ground" and that ground is scaffolded by your filters and biases.
Helpful Hint: : It's important to look at a number of perspectives and possibly seek others for meaning, when making sense as a leader in any form: parent, manager, teacher, follower, etc.
Action Step: Next time you read something, mentally or physically jot down the matrix of literal and figurative and attempt to explore with yourself and others the ideas that emerge from literal and figurative leadership perspectives.
